RE: (1) Title Rate Filing; (2) Filings for Escrow, Closing and Settlement Charges

Dear Associates:

TITLE RATE RE-FILING

As of October 31, 2000, Stewart Title Guaranty Company ("STG") will be refiling with the Division of Insurance the title rate filings for the entire State of Colorado ("New Filing"). If you have previous STG title rate filings for the counties in which you write title insurance for STG, this New Filing will not affect your existing filed rates; unless you subsequently adopt the applicable "zone" rates in the New Filing.

FILINGS FOR ESCROW, CLOSING AND SETTLEMENT CHARGES

The New Filing will not include fees for escrow, closing and settlement charges. To the extent that your agency has been relying on previous filings for escrow, closing and settlement charges filed by STG, you will no longer be able to rely on such filings. Therefore, a separate filing for escrow, closing and settlement charges will need to be filed by your agency.

ASSISTANCE AND QUESTIONS

Please contact Arlen Taylor should you need assistance in obtaining the correct forms for filing escrow, closing and settlement charges and, if applicable, for adopting the title rates for your "zone" within the New Filing. If you have any questions in regard to this please feel free to contact Arlen Taylor or any regional underwriting personnel.
