RE: UNDERWRITING - Recent Texas Department of Insurance Bulletins

Dear Associates:

The Commissioner of Insurance recently issued two bulletins of relevance to title insurance companies operating in Texas.

The first is Bulletin # B-0009-23 addressed to all TDI regulated entities and individuals. It updates contact information related to the prior bulletin # B-0022-16, which provides that a Domestic or Commercially-Domiciled Insurance Company should contact its assigned financial analyst at TDI if the insurer experiences or discovers an unauthorized acquisition, release, or use of personal information or sensitive company information.

The second is Bulletin # B-0010-23 addressed to title insurance agents and direct operations in Texas. It relates to HB 1901 discussed in STGC Bulletin TX2023005. The bill allows title agents and direct operations the option to file annual escrow audit reports electronically instead of by certified mail, effective September 1, 2023.

The bulletin provides that the audit reports can be submitted via email to TitleExaminations@tdi.texas.gov.
