RE: RATES AND/OR FORMS UPDATE - Revised Arizona Rate Manual [Revised 1-23-25]

Dear Associates:

The Arizona Department of Insurance has approved the following form and rate revisions, which become effective January 22, 2025:

A copy of the revised Arizona Manual of Charges and Forms for Title Insurance is available here.

A summary of the changes to the Rate Manual is outlined below.

  • Increased basic rate in Zone 1 (Maricopa/Pinal Counties) by 2%.
  • Increased basic rate in Zone 2 (Pima County) by 4%.
  • Increased basic rate in Zone 4 (Graham/Greenlee Counties) by 2%.
  • Increased basic rate in Zone 5 (All Other Counties) by 5%.
  • Added Zone 5 for All Other Counties and Zone 4 became Graham and Greenlee Counties so that these counties could now have separate pricing.
  • Amended Section 205 to increase the liability for Residential Refinance up to $1.5M from $1M for flat charges prior to moving to a percentage charge for part A and decreased the percentage charge for liabilities above $1.5M down to 35% from 65% for part F.
  • Addition of Recording Service Charges in the General Rules.
  • Amended Section 211 to split this product pricing by Zone. Zone 2 will keep the same pricing as before, but all other Zones will adopt the flat fee of $50, a decrease from $125.
  • Section 401(A) (Commercial, Developer and Investor) did not have Zone 5 for pricing. This change has been made as Zone 5 was added to Part A of Section 401.

The Rate Manual is attached. Please distribute to the appropriate associates within your company.

These rates have been provided to third-party title production system (TPS) vendors. Please contact your TPS vendor or account services representative to have the new/revised rates implemented in your system.
