Real property sold for delinquent taxes may be redeemed by the owner of the land or by a mortgagee or other person having an interest in the land. The holder of the certificate of purchase from the tax sale must at least 3 months prior to the application for tax deed must serve on each person in possession or occupancy and the assessed owner a notice of such intention. Following the issuance of the tax deed, the grantee must file a proof of such service with the county recorder.
