The California Department of Insurance objected to some items in the February 28, 2025, Stewart Title Guaranty Company (“STG” or “Company”) proposed filing of its amended Schedule of Charges and Forms for Title Insurance in the State of California ("STGC Manual"). STGC has further amended its STGC Manual, and it is again pending California Department of Insurance approval, anticipated to become effective for orders opened on or after April 21, 2025; please post as required. Attached are the links for your convenience. (Click here to view a copy of the “Orig Redline” (which is the redline in the previous bulletin), the new “Redline” (which contains only the additional changes), and the “Accepted” versions).
In addition to the original two sections that were already updated, there are a couple of other changes to the STGC Manual in addition to some formatting changes and necessary updates to the Table of Contents. For your convenience, the following is a comprehensive list of all the substantive changes from the original and updated filing:
(1) Section 1.4 - Employee Charges - this section has been deleted pursuant to the requirement of the California Department of Insurance.
(2) Section 1.6 - Governmental Contracts - this section has been updated pursuant to the requirement of the California Department of Insurance.
(3) Section 1.12 - Disasters - this section is expanded in light of recent natural disasters. The availability period for the disaster discount rate is extended and the applicability of the disaster discount rate is expanded.
(4) Section 10 - Endorsements:
a. includes and prices the CLTA 144 endorsement (the same as the comparable 2006 version) which was mistakenly never added; and
b. clarification in the footer regarding compliance with underwriting guidelines and bulletins and pricing for the previously added Section 3.14 Expanded Coverage Residential Loan Policy.
